ECA Board of Directors

The Express Carriers Association is governed by a Board of Directors elected by and from the general membership.

Board Members:

  • Serve a two-year term and must be re-elected every 2 years to continue to serve on Board
  • No two people from the same company can be on the board at the same time.
  • Attend two meetings at the annual Marketplace, plus three other meetings (Summer, Fall & Winter)
  • Participate in Conference Calls during months that we do not have a face to face board meeting.
  • Individual board members are responsible for covering their own costs to attend the meetings. The ECA does not reimburse nor in any way, pay the members of the board of directors.
  • When an unexpected opening on the board happens such as when a serving member resigns, the President of the board may appoint a new member at his or her discretion and then that person is voted upon by the entire board of directors.
  • Those individuals who give so much of their time, talent and money to support the ECA, keep the organization running to the benefit of not only the membership but also the industry as a whole.

Jim Luciani is the Vice President, Sales & Marketing, at CXT Software, and joined the company in 2008. Along with leading CXT Software's sales, marketing, and account management efforts, Jim is cultivating business partnerships in the expedited delivery and last-mile distribution markets. These partnerships are critical to CXT Software's growth strategy.

Previously, Jim was the Vice President of Fastrucking, a California-based company specializing in scheduled deliveries. In this role, Jim was charged with leading Fastrucking from $1.5 million to $10 million in sales in less than five years. He also collaborated with Fastrucking's IT team to develop technology that provided the company with a significant competitive edge. Because Fastrucking served Fortune 500 companies, Jim gained experience managing large and complex accounts.

Prior to Fastrucking, Jim served in various roles at Corporate Express Delivery Systems. He began his career in the delivery business at 2-Point Courier as co-owner and Chief Executive Officer.

Jim is based in San Diego, California, providing a West Coast presence for CXT Software.

I started Cape Ann Courier in August of 2002, with the plan of being a local courier to my little piece of the North Shore of Boston. A good idea, but in practice not a way to support a family. I was originally with Sonic Air before they were bought out by UPS. My knowledge of airlines/tsa/security and any NFO functions inevitably led to servicing national companies at Logan International Airport. We are fortunate to have sustained excellent growth since inception.

In February of 2006 we purchased another company who had contracts to deliver lost luggage out of Logan. We took the name of Airport Courier Service and took over the location of that business right across the street from Logan. We have since focused on NFO operations and ad hoc routes to go with our luggage.

It is no exaggeration to say the 1st ECA Marketplace I attended (2007), got me fired-up. It was and continues to be the perfect vehicle for growing young companies to garner serious contacts and actual business.

I feel as though I'm living a dream of late. I love what I do, and take pride in our organization and level of professionalism we bring to our sector of this business.

I am blessed with my wife Eileen O'Connor, and 4 children, Jonathan 25yo works in the business, Maura 16 is as are her siblings an honor roll student athlete, Regina 13 also plays the cello, and James is 10 and one of the nicest kids in the world. We do have Celtics season tickets (long before this year) and enjoy going to the games. I truly enjoy time with my family and the relationships I've made through this crazy business we're in. I look forward to being an active member of the Board.

Jim Bernecker graduated from Ohio University in 1992. Prior to beginning his career with Relay Express, Jim worked as a Kindergarten teacher, an Executive for the Boy Scouts of America and a Director for the YMCA.

In 1998 Jim Bernecker began with Relay Express as a salesman for the Dayton, Ohio office.

In 2001 Jim was elected to the Express Carriers Association Board of Directors where he served his 2-year term on the Shipper committee.

In 2003 Jim was promoted to Operations Manager for Relay Express and moved into a daily role in the Company’s Headquarters located in Cincinnati, Ohio.

In 2004 Jim was promoted to General Manager.

Under Jim’s leadership, Relay Express was named to INC. Magazine’s top 5000 fastest growing privately held companies in America for 2007, 2008, 2009, 2010, 2011, 2012, 2013, and 2014.

In 2014 Jim was promoted to Chief Operations Officer.

In 2017 Jim was named President and Chief Sales Officer
Relay Express has expanded to include 11 offices outside of our corporate headquarters in Cincinnati, Ohio: Columbus Ohio, Dayton Ohio, Cleveland Ohio, Romulus Michigan, Pittsburgh Pennsylvania, Buffalo New York, Indianapolis Indiana, St. Louis Missouri, Itasca Illinois, Chicago Illinois, and Nashville Tennessee.

Jim has been married for 19 years to his wife Mindy. He has three children, Brett age 16, Brody age 13, and Kaylen age 11. When not at Relay Express, Jim enjoys exercising, cooking, working outside, and spending time with his family.

I have been in the transportation business for over 30 years and my background includes courier, small parcel, less-truck-load, and truckload freight experience. For most of the last 18 years, with the exception of a few years in the late 1990's, I have been employed by Kid Glove Service, Inc. in Indianapolis, Indiana where I am the Vice President. I am also one of the Principals of All Points Logistics, Inc. which is an in-house 3PL.

With over 35 years of operations management experience, Mike has planned, executed, managed and transformed various types of operations for some well- known U.S. companies. As an operations leader for companies such as Avon Products, QVC Network, Aetna Insurance and United Parcel Service Mike has developed numerous processes, operating plans and organizational successes. As a distribution center manager for Avon Mike was responsible for servicing 65 retail outlets in the Northeast U.S. as well as the repair of high tech medical equipment. At QVC Mike held several positions as Third Party Fulfillment Manager, Capital Projects Manager and Manager of Corporate Services. While at Aetna Life Insurance as Director of Fulfillment Services, Mike developed technology and processes to distribute all forms of collateral to 16 million HMO subscribers. Mike held several positions at RMX/UPS as VP and GM for the Northeast U.S. before moving into the position of Manager for New Products in the corporate marketing department in Atlanta. Mike has held several positions at Ensenda/TForce Logistics and is currently the Director of Carrier Services where he manages a network of over 500 active courier and delivery partners and another 1,000 where he has direct relationships. Mike has a BS from La Salle University. Mike lives near West Chester, PA.

Deirdre has over 20 years in the transportation insurance business. Specializing in couriers, truckers, freight forwarders, property brokers, etc. She has been an employee of Avalon Risk Management since 2002 as a producer and currently holds the position of Regional Vice President of the San Francisco/Seattle territory. She is the Avalon resident expert in all things courier related.
